Reckless conduct was until recently a reason for 12 ordinary citizens impaneled as a Jury to tag the culprit(s) with punitive damages in a lawsuit. Some thank pseudo-republicans for getting tort reform passed that allows this kind of conduct to go unchecked unless a social government agency wants to get involved and what...fine them a thousand bucks with a promise not to do it again.
